Shifter 19 : Proposals will be published in two volumes. The first is this newsprint publication launched in September 2012 at the New York Art Book Fair and the second, a reader, will be released in the summer of 2013. In this first volume of Shifter 19 we have invited a small group of artist-educators to each contribute a “proposal.” The proposals loosely gathered here will build a framework for a more detailed deliberation on art and education in the second volume of this issue.
